It is most certainly true that raw counts of TCP RSTs do not in and
of themselves demonstrate ISP "traffic management" techniques.  On
the other hand, RST counts are still one useful metric of TCP
performance, and when viewed in terms of application usage patterns
(with appropriate context) may help to reveal higher-level traffic flow
patterns and potentially some management policies.
