I'm on RCN and having the issue. Others on Time Warner are also having the =
same experience.
To summarize one of the posts:

I'd be happy to run diagnostics to trace down the issue via my RCN connecti=
on if someone would walk me through it. Unlike you folks, I'm not a techie,=
just someone who depends on the internet to run my business.

[ I would be extremely careful about jumping to conclusions in
this regard. Without specific knowledge of the network
topologies involved, it is easy to misinterpret such
situations. If TW (or any other ISP) is specifically
targeting YouTube (or any other service) for slowdowns, that's
potentially a major issue. However, there is a very
significant threshold of proof required before claims of
such actions should be bandied about.
Detailed analysis of this situation is welcome, but more
appropriately should be posted in the ISP or Reports
sections of GCTIP Forums ( http://forums.gctip.org ).
