I say again: Google Voice has nothing to do with Internet Access or
Net Neutrality.  Nor is Google Voice a common carrier telephone
offering.  It is an *application* that requires the user to have
conventional landlines or cellular lines for access.  It might be
argued that if it were possible to "port" your existing conventional
phone numbers directly into Google Voice -- effectively making Google
your local phone company -- this analysis might change.  But as
currently configured, attempting to equate Google Voice with telephone
companies when it comes to interconnect rules is simply nonsensical.
It's not even a ... close call.
