Lauren: In reference to your comment about those who want neither paid nor ad-supported web sites, note some of the same phenomenon at work concerning "free" libraries. Some of the most intense users of such facilities never donate to them, and probably would vote against a special levy to fund them. Only when the cost of the library is buried in general tax revenues do these same people actually support the institution they are using. We can certainly fund at least a portion of "the web" this way (with general tax revenues).
