I want to emphasize the value of reading through the new FCC Order
related to Traffic Pumping in the Farmers/Qwest case:

This is really a quite remarkable saga, which in most contexts
would likely be viewed as criminal behavior (e.g. backdating
of contracts, etc.)

It also demonstrates the degree of dysfunction that has become
endemic in the U.S. telecom industry.
