Firms want "federal jurisdiction" over IP services

It seems likely that state PUC's -- which frequently impose either
weaker or stronger telecom rules than are typically deployed at the
federal level -- will have their own interesting opinions about this
concept, particularly in terms of the general migration of voice
telephony into IP-space.
