Are there unbiased sources to support the claimed difference in public
vs private failures?  Sessions' White Paper does not offer estimates
of public vs. private.

I work at the University of Wisconsin-Madison (public sector). Similar
to other public sector entities, we've had our share of both successes
and failures.

Regardless of whether a bid comes from public or private sector, bids
can be based on numerous factors, not limited to lowest cost.

I have seen no support for the notion that firing people upon project
failure, whether public sector or private sector,  increases the
chances for  project success.  Firing people does offer managers cover
for poor management.

Civil service protection of public sector staff was instituted to
protect ongoing institutional operations from turmoil based on
politics.  Civil servants can be fired for cause, demoted, or assigned
to less-desirable jobs.

Having multiple checkpoints (small stages) for IT Project quality
works in both public and private sector.
