Throughout history, one common element of most governments has been their fear of the open flow of information. As with so many inventions over time, governments often embrace new communications technologies for their own purposes, but attempt to control the manners in which citizens can use those technologies in other ways. Since the Internet arguably represents the most important communications breakthrough since the printing press, it is to be expected that those of us who foster the open use of the Internet may find ourselves subjected to pressures not unlike those imposed against earlier technology innovators.
