At this stage of the science, this has the smell of the laws against
hands-free cell phone use, enacted despite clear evidence that hands-free
and hand-held use carry the same risks. 

In this case, it (a) isn't clear that the risk actually exists and
especially (b) it's certainly unclear that the labels would mean much
of anything.  Even if there are physical effects overall from cell
phone use, perhaps the difference between the phone with the "worst"
rating and the "highest" rating isn't significant at all.  And most
likely slight variations in where the phones are placed or how they
are held would swamp those measured differentials anyway.

The S.F. law -- at this point -- appears to be all pandering and zero
science.
