FCC approves "white spaces" rules -- and an analysis of what this
means in metro areas

While the coming of white spaces should obviously be applauded, I
should note that the FCC reserving two slots for wireless microphones
in every market would further dim the usefulness of this technology in
major metro markets (L.A. is an obvious case) where there were only a
few open slots total to begin with.  Ironically, this means that
in those areas with the largest populations most in need of additional
spectrum, the least amount of white spaces spectrum will tend to be
available.

Note that this article was of course published before the authors could
know of the FCC's reported new two-slot reservation for wireless microphones.
