[Updated URL]: U.S. Dept. of Commerce expresses strong concerns about ICANN 
Top Level Domains (TLD) expansion process in new letter to ICANN:

Apparently the ICANN URL referenced by my earlier posting is not
persistent, and expires after a short interval ("Say what?")

The link above is for a permanent copy of the letter that I am now
hosting locally.  Sorry about any confusion.
