Reports Claim That Pakistan Is Trying To Ban Encryption Under Telco Law
http://j.mp/qwLHcz (Techdirt)
"... Pakistan is trying to ban the use of encryption, including for VPNs,
as part of the implementation of a new telco law (pdf) which requires
telcos to spy on their customers. Obviously, encryption makes that
tougher, so the response is just to ban it entirely."

An actual reading of the law ( http://j.mp/npFL6y [Pakistan Government
[PDF] ) is not entirely conclusive. Section II-4-(6)-(a) requires the
"Capability to monitor, control, measure and record traffic in real-time"
but does not explicitly address encrypted traffic. Section III-5-(6) says:
"... shall ensure that signaling information is uncompressed, unencrypted, and
not formatted in a manner which the installed monitoring system is unable to
decipher using installed capabilities." -- but this particular clause apparently
applies only to signaling/addressing data, not to payload (content) data.
