New Jersey blocking unemployment claims from "foreign" IP addresses

http://j.mp/Pqn6Xo (AP / NJ)

"The state Department of Labor found more using its own software which,
like DiNapoli's method, was adjusted to find online recertification
claims made through foreign IP addresses."

The article appears to be conflating two different issues -- payments
being made to foreign accounts (e.g. "W.M.Romney") -- which should be
relatively easy to detect, vs. recertification claims made from
"foreign" IP addresses -- which could be made to look local through
the use of proxies. I wonder if the NJ Department of Labor website
TOS spells out that IP address tracking will be used in this manner?
