Deutsche Telekom's plans to introduce throttling for heavy users
appears to have run into difficulties.

A regional court in Germany ruled on Wednesday that throttling
broadband connections would put Deutsche Telekom's customers at
an "unreasonable disadvantage". The telco recently announced
plans to limit users' broadband speeds to 2Mbps after they
exceeded specified monthly download limits, starting at 75GB for
some plans. The caps were scheduled to come into force in 2016.
