    Turkey's telecommunication authority will pixelate Twitter posts
    to eliminate "malicious content," Communications Minister Ltfi
    Elvan said in a written statement April 17, following talks
    between the microblogging website's executives and Turkish
    officials in Ankara.  "We have reached a consensus to 'neutralize'
    malicious content that is the object of court decisions by
    pixelating.
