regulation of Internet service and Internet service providers
should consist solely of prohibition of anticompetitive business
practices -- just as there should be in ANY industry. Regulation
of network management practices would stifle innovation, competition,
investment, and deployment. As FCC Commissioner Robert McDoweell
correctly observed, engineers -- not bureucrats or legislators --
