They certainly don't say that "compression" includes lossy compression.
Actually, it looks to me like they do.  From the website:
Customers within the home network and foreign GPRS partner networks of 
Vodafone will see:
    * a faster Internet connection;
    * a sharp fall in transmitted data volumes (which may result in 
lower costs for the customer if charges are based on data volumes);
    * that the texts of the websites appear much faster on the screen;
    * that the quality of images and pictures can sometimes be lower 
due to data losses caused by the data compression technology
